Coordinated Approach for Animal Health in France
The plan was put forward by Annie Genevard, France’s minister of agriculture, food sovereignty and forestry. In recent years, the country has faced various viral outbreaks in poultry, cattle, and sheep. Geographically speaking, African Swine Fever (ASF) is a looming threat.
Contracts with Major Livestock Unions
The minister’s idea is to arrange contracts with the major livestock unions to agree on responsibilities, funding, and operational procedures in case of a disease outbreak. Key elements include strengthening farm surveillance, improving biosecurity measures, organizing preventive vaccination, and evaluating innovative solutions.
Genevard emphasized the importance of proactive measures, stating, “By fixing those steps together in advance, the country can fight current epidemics more efficiently and prevent new threats.”
Challenges of the Current Approach
Historically, France’s disease approach has been reactive rather than proactive. The lack of a coordinated strategy often results in significant costs during disease outbreaks. Genevard urged for collective engagement in defining a robust animal health system adapted to evolving risks.
She highlighted the potential risks in the coming years, including the continuation of ongoing crises and the emergence of new diseases due to climate change and global trade.

As one of the leading exporters of livestock and animal products, France aims to uphold its position in the global market. Recent outbreaks of diseases like epizootic haemorrhagic disease, bluetongue, and avian influenza have underscored the need for a more proactive approach to animal health.
