‘Likely’ is enough: Trump administration says certainty not required to justify tariffs on 86 countries

“There isn’t anything … that requires the trade representative to reach conclusions with some sort of metaphysical certainty” before imposing tariffs like the forced labor ones the Trump administration levied against nearly all of America’s trade partners this year, a government lawyer argued in court Wednesday.
