Newport Mussels Launches Permitting Process for Pioneering Mussel Farm
Newport Mussels, the first proposed commercial-scale mussel farm in North Atlantic federal waters, has officially initiated its federal permitting process. Project Overview
Located 17 nautical miles off the coast of Newport, Rhode Island, the mussel farm is strategically designed to maximize environmental benefits while minimizing conflicts with other users. The project will utilize a proven suspended grow-out system, specifically engineered to accommodate the challenging offshore conditions. The site was meticulously selected through a rigorous ecosystem-based suitability analysis, developed in partnership with NOAA’s National Centers for Coastal Ocean Science, and further refined through consultation with experts in protected species, habitat biology, and commercial fishing.

Experience Behind the Project
With 27 years of experience in the industry, Kerian Fennelly’s background includes working as a commercial fisherman and currently as an oyster farmer on over 78 acres in Westport, Massachusetts. He also owns Westport Sea Farms, the first oyster tasting room in the state.
Environmental Benefits
Mussels are recognized as one of the most eco-friendly protein sources, as they require no freshwater, feed, or fertilizer. They naturally filter and enhance water quality by eliminating excess nutrients. The carbon footprint of mussel farming is significantly lower than that of land-based animal protein production. Through large-scale production within U.S. waters, Newport Mussels aims to lessen reliance on imports, improve regional food security, and demonstrate how aquaculture can positively impact ecosystems and coastal economies.
Economic Impact
When fully operational, Newport Mussels is projected to produce enough mussels to offset approximately one-third of the existing 28 million pound trade deficit in seafood.

Permitting and Future Prospects
The project requires authorization from the U.S. Army Corps of Engineers, New England District, to construct and maintain the farm. The permitting process will involve consultations with NOAA Fisheries and the U.S. Fish and Wildlife Service to ensure minimal impact on protected species and habitats. The U.S. Coast Guard will also review the project for navigational safety and consistency with regulations in Rhode Island and Massachusetts.
Once operational, Newport Mussels is anticipated to create new jobs across various sectors, including vessel construction, farm operations, processing, logistics, and sales. Based on NOAA Fisheries’ economic multipliers, the project could generate an annual economic impact of $45-90 million across Rhode Island and the greater region.
