Progress on Federal Farm Bill: Local Farmers Feeding Our Community Act Included

In a significant step forward for agricultural policy, the latest federal farm bill has advanced out of the U.S. House Agriculture Committee with a decisive 34-17 vote. This bill is expected to impact farmers and communities nationwide, particularly through the inclusion of a new initiative aimed at enhancing food security.
Local Farmers Feeding Our Community Act
Pennsylvania Representative Rob Bresnahan (R-08) is celebrating a key victory with the passage of the Local Farmers Feeding Our Community Act. This provision, strongly advocated by a bipartisan coalition, seeks to revive a program that was discontinued during the early months of the Trump administration.
The Local Food Purchase Assistance Cooperative Agreement Program (LFPA) was initially established in 2021 as part of the Biden administration’s strategy to address food insecurity during the pandemic. The program aimed to provide necessary funding to states that help local farmers supply food banks. Its cancellation faced bipartisan backlash in Pennsylvania.
A Response to Program Termination
Following the termination of the LFPA in March 2025, Pennsylvania Governor Josh Shapiro and Agriculture Secretary Russel Redding voiced their concerns as $13 million earmarked for Pennsylvania farmers became frozen. Redding’s appeals and Shapiro’s legal actions aimed to overturn this cancellation, although a district court dismissed the case. Shapiro has since appealed the ruling in January, demonstrating the ongoing commitment to supporting local farmers and food assistance programs.
Key Provisions and Support
Bresnahan emphasized Congress’s responsibility to ensure that farm policies benefit those involved in food production. He stated, “I’m especially proud the farm bill includes my bipartisan bill, which will help those in need in our communities access healthy, fresh food produced by their neighbors.”
The proposed legislation would allocate $200 million annually to states that establish agreements with local farmers to supply food banks. Importantly, at least 25% of these funds must be used to purchase from small- and mid-sized agricultural producers.

The Local Farmers Feeding Our Communities Act has garnered support from various organizations, including Feeding Pennsylvania and the Pennsylvania Farm Bureau. Julie Bancroft, CEO of Feeding Pennsylvania, expressed gratitude for Bresnahan’s leadership, stating, “This will strengthen local farm economies and ensure all Pennsylvanians can put healthy, local food on their table.”
Next Steps for the Farm Bill
The farm bill, officially titled the Farm, Food, and National Security Act of 2026, now includes Bresnahan’s crucial provision. After clearing the House Agriculture Committee, chaired by Pennsylvania Republican GT Thompson, the bill awaits a vote before the full House and Senate.
Once approved by Congress, it will proceed to President Donald Trump for his signature, marking a vital milestone in evolving agricultural policy aimed at community support and food security.
