USDA Launches “One Farmer, One File” Initiative to Modernize Agricultural Services
(San Antonio, TX, February 26, 2026) – U.S. Secretary of Agriculture Brooke L. Rollins unveiled an ambitious new initiative called “One Farmer, One File” during the Commodity Classic Convention in San Antonio, Texas. This groundbreaking project aims to streamline the way farmers interact with the U.S. Department of Agriculture (USDA) by creating a single, comprehensive record that follows each farmer throughout the USDA system.
“Every single day at USDA, our focus is on making life easier, more profitable, and more rewarding for the American farmer,” stated Secretary Brooke Rollins. “Our government for the people should be modern, efficient, and respectful of taxpayer dollars. The modernization of outdated and duplicative systems aims to improve customer service, allowing farmers to maximize their productivity and time in the field.”
Reducing Administrative Burdens
The initiative is designed to alleviate the administrative pressures that farmers face. By integrating the various programs and services offered by the USDA—including those from the Farm Service Agency (FSA), the Natural Resources Conservation Service (NRCS), and the Risk Management Agency (RMA)—the “One Farmer, One File” initiative promises to make program delivery more effective. This will not only save time for USDA staff but also reduce spending on diverse information technology systems.
Currently, agricultural producers navigate a myriad of processes, from establishing farm identification numbers to reporting planted acres, securing capital, and recovering from natural disasters. “One Farmer, One File” aims to unify these processes, thereby eliminating inefficiencies and improving overall service.
A Comprehensive Modernization Effort
This initiative is part of a broader modernization strategy focused on integrating the systems of FSA, NRCS, and RMA. The USDA has been developing this unified system since 2025, with significant advancements planned for 2026. Completion of the project is anticipated for 2028.
Commitment to Simplification
The “One Farmer, One File” initiative exemplifies the Trump Administration’s dedication to simplifying agricultural programs. Additionally, USDA is leveraging Login.gov to expedite Farmer Bridge Assistance (FBA) payments and is streamlining conservation programs to allow producers to easily bundle applications for necessary farming practices.
Deregulatory Agenda Launch
During her visit to San Antonio, Secretary Rollins also toured the farm of Texas Farm Bureau President Russell Boenig to introduce the Deregulatory Agenda for American Agriculture and Consumers. This agenda encompasses a series of deregulatory actions aimed at reducing bureaucratic hurdles and fostering innovation in the agriculture sector. Over the past year, the Trump Administration has achieved an impressive regulatory reduction, eliminating 129 regulations for every new one, resulting in $211.8 billion in net cost savings.
